Heya..

Since Probability of certain event is 0 or 0-1 or 1...nothimg else.

According to Probability concept,

=) P(event) + P'(event) = 1

=) P(E) + P not(E) = 1

=) 0.65 + P not (E) = 1

=) P not(E) = 1 - 0.65

=) P not(E) = 0.35

⇒ 0.65 + P(E') = 1

⇒ P(E') = 1 - 0.65

⇒ P(E') = 0.35

Hence probability of 'not E' = 0.35
