See for a fraction to be a non terminating decimal with complete certainity it needs to have a denominator which has either 2 or 5(and its multiples since it will end being the same that's why 2n and 5m) . Because in case of any other number chances are that they might result into a non terminating decimal. See 2 and 5 are the only numbers which can divide all numbers with decimals numbers terminating.
*Note- we consider only numbers from 1 to 9 here.
