Here , Q1 , Q2, Q3 and Q4 are the quadrants in a cartisean system. where Q1 means first quadrant , Q2 means 2nd and so on.

also we can say that Q1 is the set of all ordered pairs in which x and y both are positive.Q2 is the set of all ordered pairs in which x is negative and y is positive . Q3 is the set of all ordered pairs in which x is negative and y is negative and Q4 is the set of all ordered pairs in which x is positive and y is negative.

so, you can easily say that Q2 + Q3 is the set of all ordered pair in which includes Q2 and Q3 ordered pairs. so, the answer must option (b) Q2 , Q3.
