If rays coming from extreme ends of an object forms an angle of 30 from observers eye.whether the obserever is able to whole object or not ?

yes if the observer is near to the the object and if the distance became too larger the image became blurred

It all depends on the human field view. You are referring to vertical vision angle of human eye. 30⁰ is limit for normal vision. So, you can see the object height wise fully.
