Paddy (Rice) is a kharif crop which is sown in rainy season. It requires a lot of water for it's growth. During winter, large amount of water is not available. Hence, due to unavailability of sufficient water and unfavorable climatic conditions paddy should not be grown in the winter season.

rice is a kharif crop not a rabi crop so if we grow rice in rabi or winter season then the produce will not be well because the crop may face lack of water.
