Let the radius be r and r1.

Circumference of circles = 2πr and 2πR

2πr/2πR = 2 / 3

r / R = 2/ 3

Area of circles = πr^2 and πR^2

πr^2 / πR^2

r^2 / R^2 = 2^2 / 3^2

= 4 / 9
