let R1 be the radius of first circle
R2 the radius of second circle
then, circumference =2piR1/2piR2
R1=2 and R2=3
therefore the ratio of their area =PiR1^2/piR2^2
=R1^2/R2^2
=2^2/3^2
=4/9
