If the earth attracts an apple does the apple also attract the earth? If yes, why does the earth not move towards the apple?

Yes.

An apple attract the earth with the same force that the earth exerts on the apple. However due to the large mass of the earth the acceleration is negligibly small. That is why the movement of the earth towards the apple is not noticeable.
