If the electric field in a region of space is zero, can you conclude there are no electric charges in that region? Explain.

No, the electric field through a region of space is zero, it doesn't necessarily mean that there are no electic charges in that region, it means that the region has equal number of positive and negative charges and hence is neutral which is the cause for no electic field.
