Internal capacity of a bucket in litres is the quantity of water that the bucket can store in litres when bucket is filled with water.

Load factor of a bucket is the percentage of water the bucket above which the bucket may get damaged due to pressure of water. To increase the number of buckets, the internal capacity and load factor has to be increased.
