Let the breadth be x.
And length be 7/2 * x

According to question,

Perimeter of rectangle = 2 ( 7/2 * x + x )
     99 m                       =  2 ( 7x + 2x / 2 )
     99 m                       =   7x + 2x
     99 m                       =   9 x
       x                           =   99 / 9 m 
       x                           =   11 m

Hence, the breadth = 11 m   and    length  =  38.5 m
