When a matrix is singular, it's determinant is equal to zero.

 = >d = 2(14x - 16) - 4(28 - 12) + 6(16 - 6x) = 0

 = > d = 28x - 32 - 112 + 48 + 96 - 36x = 0

 = > d = - 8x - 144 + 144 = 0

 = > d = - 8x = 0

 = > x = 0

Hence, value of x is 0.
