If the moon attracts the earth, why does the earth notice towards the earth?

Here both of them attract each other, as moon is rotating around the earth so centrifugal force is balanced by gravitational force that's why both are not coming nearer to each other, they are in equilibrium.

because of huge mass difference, centre of mass of both of them lies inside the earth surface, that means both earth and moon rotate about some point but it has negligible significance on earth..

The moon attracts the earth with the same gravitational force as the earth attracts the moon. But the mass of earth is much larger than the mass of the moon. ... Since the mass of earth is very large, the acceleration produced is negligible. Therefore, the earth does not move towards the moon
