If the number of protons and neutrons of an element is in whole numbers, and if mass of elements is due to sum of protons and neutrons, then why do we get decimal parts in the mass numbers, and not whole numbers?

it is not only dependent on no of protons and neutrons there r some exceptions also so accordingly mass no changes due to various chemical changes occuring in nature as well as in chemical reaction
