Let the Fraction be x/y.
Then, Numerator is increased by 250% and denominator by 400%. So it becomes = (x+2.5x)/(y+4y).

3.5x/5y = 7/19.
so x/y = (5*7)/(3.5*19) = 35/66.5
Now removing decimal in denominator the fraction can be written as:
x/y = 350/665.
Solving the above fraction we will get x/y = 10/19. :)
