Then the lines are parallel.

The condition is,

 \frac{a1}{a2} =  \frac{b1}{b2 } ≠  \frac{c1}{c2}

 \frac{2}{k}  =  \frac{6}{9}  ≠  \frac{7}{1}

 \frac{2}{k} =  \frac{2}{3}

k = 3
