given

poisson's ratio ( σ )= 2/5

modulus of rigidity (G)

= (young's modulus(Y))/2(1+σ)

(G) = Y/2(1+σ)

Y/G=2(1+σ)

Y/G=2(1+2/5)

Y/G=14/5

the ratio of its young's modulus to rigidity modulus is 14/5
