If the population of polar regions low, then how do they get reeources in that unfavorable climate?

Basically they trade with resources with bigger countries which have greater economic resources. In polar regions there a certain unique kinds of wood which can have a higher revenue in a subcontinental country. Hence they by trading they get their resources unlike depending on the climate.
