The correct answer is option B.  If the President uses his powers provided by the article 356 of the Indian constitution, then the state legislature becomes temporarily suspended.  In this case the parliament uses its authority on issues which were to be decided by the state legislature.  In other words parliament can take decisions on subjects which were under authority of state government.
