Your question is incomplete but I guess it's % increase in volume....
Ans. The volume of cylinder can be written as πr^2h
= 2(20)+ (-10) %
= 30% increase in the volume
If you want to find %error or increase in volume or area
Just multiply the individual powers... and use sign if increase then+ve... if decrease then -ve
i.e Power becomes the stoichiometric coefficient...
