Let the side of the square be 2x and 3x respectively.

Perimeter

Perimeter of the square side 2x= 4*2x = 8x Perimeter of square side 3x = 4*3x= 12x

Area

Area of square side 2x= (2x)^2 = 4x^2.. Area of square of side 3x= (3x)^2 = 9x^2.. Therefore the ratio of perimeter of both the squares is = 8/12 = 2/3 = 2:3

Answer:

Let the rational constant be x

Side of 1st square= 2x

Perimeter of 1st square= 4*2x=8x

Side of 2nd square=3x

Perimeter of 2nd square=4*3x=12x

Ratio of their perimeters= P of 1st/P of 2nd

                                          =8x/12x

                                          = 2:3

[ Trick: The ratio of side of squares = ratio of their perimeters]
