Because as the refractive index of the medium increases it gets optically dense and the speed of light decreases as the optical density of the medium increases.
The refractive index of medium B is less that's why it is less optically dense then medium A that's why the speed of light is maximum in medium B.
Note - a medium which is higher density does not mean it has higher optical density, for example glass is Less optically dance but has a higher density than water, show the density in optics (optically dense) is not related with normal density.
