Sound is a Mechanical wave meaning it needs a material/medium to propagate in. On Earth, the gravity allows for the atmosphere to be relatively thick and contain a lot of particles and molecules as well as being constantly fed by the biosphere of the planet. On the Moon, however, there are fewer molecules because gravity is weaker and it is baren so no new particles are being produced the only particles that do get on the Moon's surface are those that escape from the Earth's gravity. Since there is much too little air for sound to propagate in, the time it takes for the waves to tranfer the energy from one particle to another is lengthen and hence making the speed of sound slower on the Moon.
