We know that parallelogram is a skewed rectangle. Let us take a rectangle with same length and breadth as the sides of given parallelogram.
Suppose we halved the sides of the rectangle,
Area of rectangle = a
 a =  l.b
where l is the length and b is the breadth of the rectangle
l =  \frac{l}{2}  \\ b =  \frac{b}{2}  \\ a =  \frac{l}{2} . \frac{b}{2} \\ a =  \frac{l.b}{4}
Now, as you can see that the area becomes 1/4 of the previous area. Same will happen with the parallelogram as we took the rectangle having same area as of parallelogram.

It becomes one-fourth of the area if the sides are halved.
