Yes, a test charge can be moved between them with zero net work being done however this cannot be done without applying a force over some portion of the path force will be exerted to overcome electric field (positive work) and increase the electrical potential energy of the charge temporarily. over the remainder of the path the potential energy of the charge went back down (equal magnitude negative work) and the net work is will be zero
