 \alpha  +  \beta  =  \frac{ - b}{a}  \\ 2 - 3 =   \frac{ - (a + 1)}{1}  \\  - 1 =  - a - 1 \\ a = 0

 \alpha  \beta  =  \frac{c}{a}  \\ 2 \times  - 3 = b \\ b =  - 6
