The car will be in the state of rest if there is no friction and how fast the wheel rotates doesn't depend unless you offer an external unbalanced push or pull.
And if the car was moving, and then the friction disappears, then no matter how strong you apply the brake, the rotation of the wheel stops, but the car still move, Actually slide (Inertia of motion).
