If Tides are occurring due to moon then .Why astrologers float on the moon when they land?....They say that moon has very small gravity....Then how can Moon pull water which is on the earth crust?

The moon doesn't pull water from the earth's crust.

You are correct. Gravitational force exerted by moon on earth is small. But remember, mass matters.

F= G. m1.m2/r^2

An astronaut landing on moon has very small mass hence it causes relatively small force on astronaut.

Now, Ocean constitutes 70% of our earth. It has got huge mass. Hence gravitational force exeperianced by it is larger than astronaut. Force exerted by moon on the whole surface is,in total, large. And elliptical orbits causes the effects which results in tides( It's another topic to speak of, and massive topic too. Lemme know if you want it. Then I'll explain)

If you are to look on effects of distance, that astronaut is at surface of moon and got small r. Still effect of mass overcomes that effect. Mass overtakes the effect of distance as you can imagine a man is nothingbif we are to consider whole of ocean.
