if it was in motion then it will continue to be in motion there will be no change in the velocity but if was and rest than velocity is 0

THE Equation which calculates the force on an unbalanced system is :-
F - Mg=Ma,
where M is mass,
a is acceleration,
g is gravity, and
F is the force.
As you can see, the equation does not have any relation with the velocity of a body.
Therefore, the body starts to move with a non-zero ACCELERATION, rather that a non-zero VELOCITY.
