Now, For the two vectors to be parallel :

$\frac{2}{3} = \frac{2}{3} = \frac{c}{4} \\ \\ = > \frac{6}{6} = \frac{c}{4} \\ \\ = > 6c = 24 \\ \\ = > c = 4$
