Because

K.E=1/2mv^2

So if v'=1/2v then K.E'=1/2mv'^2

Therefore, K.E'=mv^2/4

we know that kinetic energy = 1/2 * m * v^2

==>  kinetic energy is directly proportional to v^2

if v is reduced to half

kinetic energy = 1/2*m*v/2*v/2

==> kinetic energy  =  1/8 *m * v^2

==> kinetic energ is reduced to 1/4th of its value
