if water contains oxygen then why can't we breath out in water?

to take oxygen in water we need some special tissue like gills which helps us to take oxygen under water but we don't have that .

This is because we are air breathers and we don't have gills like aquatic animals. Though the oxygen is in dissolved form in water but our lungs are not designed in that way to breathe in water.
