This is because of the heat of solution. It is the amount of heat released/absorbed by dissolving unit amount of a substance in unit quantity of a liquid. For Acids, the heat of solution is exothermic, meaning heat is produced when acid is dissolved in water, and more acid means more heat. When small amount of acid is added in excess of water, the amount of heat liberated is much less then when little water is added in lots of acid. Therefore, the acid container heats up much more rapidly, which can cause rapid boiling of water and an explosion.

When water is added to acid , due to small amount of water, evolved heat ... So it is advised to mix acid to water and not water to acid.
