We are given a dry piece of land. Hence we must first make it proper for cultivation. We must take a series of steps for making the land proper.

The steps are :

First we must loosen the soil by tilling and ploughing the land. Next we must add some fertilizers and other chemicals or manure to make the soil rich in nutrients. 

After that we must allow some earthworms to go into the soil. This makes the soil fertile. After all this procedure we must irrigate the land with proper supply of water. After all this is done we must sow the seeds. 

If we sow them after all these procedures, we may get the desired results in terms of production.
