If your eyes are closed for a while, they adapt to let in more light because all you see is darkness. When you open your eyes in a bright sunny enviroment, you get a flash of light. Since the sky takes up most of your view and the sky is blue, you see a period of only blue until your eyes adjust and start noticing the rest of your surroundings.
