If we peel of the stem from all sides, what is likely to happen to the plant and why?

The water travelling from the roots to the leaves will slow and eventually stop.this sends a message to the whole plant to become semi dormant .If there are vegetative buds  below the cut ,future nutrient and water will be from there as the new form of same plant grows.
