no because there is no any force in tangential direction
Instead if u think it will rotate then there is no need to provide stages to our satellites

If we put a helicopter in the sky in a standby position, now as the earth rotates the helicopter wont rotate with it .
the earth keeps rotating and the helicopter will be in the same place earth's rotation wont affect the position of earth as the earth will rotate on its own but only the gravitational force acts on it but it can make it rotate along with it
u can just take a simple example of sun when the earth rotates the sun will be in the same position but we see it moving
in the same way the helicopter will be in its same initial position provided no external force acts on it
