There is a time for everything under the sky. Nothing is permanently settled. The saying, "If winter comes can spring be far behind?" encouraged us that if we are going through a difficult time, even that won't last forever.

The idea inhert in this poem is that, never lose hope. As in winter season, tree loses their leaves but they do not die. i.e they do not lose hope. They wait for the spring season and blossoms again. In the same way, one should not give up, wait for the opportunity and give your best.
