${( \frac{x + 1}{3}) }^{2} = 0 \\ \frac{x {}^{2} + 2x + 1}{9} = 0 \\ {x}^{2} + 2x + 1 = 0 \\ {(x + 1)}^{2} = 0 \\ x + 1 = 0 \\ x = - 1$

so,

$= {( \frac{x - 2}{3}) }^{2} \\ = ( \frac{ - 1 - 2}{3}) {}^{2} \\ =( \frac{ - 3}{3} ) {}^{2} \\ = \frac{9}{9} = 1$
