Answer:

if x-1 and x+3 are factors of the given question

then 1,-3 will satisfying the equation

putting 1 and -3 in the given equation in place of x. we have

put x=1

1-a-13-b=0

a+b=-12

putting x=-3

-27-9a+39-b=0

9a+b=12

a+b=-12

10a=0

a=0

b=-12
