hey friend 
this will be done by taking two cases
CASE I_when x=2/3
a(2/3)²+7(2/3)+b=0
4/9a+14/3+b=0
4a+42+9b=0--------------------------1

CASE II_when x=-3
a(-3)²+7(-3)+b=0
9a-21+b=0----------------------------2
solving 1 and 2
we get,
b=-6 and a=3
