P(4)=4^3+a*4^2+22*4-b=0

=>64+16a+88-b=0

=>16a-b=152

P(3)=3^3+a*3^2+22*3-b=4

=27+9a+66-b=4

=>9a-b=4-93

=>9a-b=-89

7a=152+89

a=241/7

use above to find b
