As given

$y\propto x$

y = kx

where k is the constant

as given

x=9 when y=6

$k = \frac{6}{9}$

as given

when x=33

$k = \frac{y}{33}$

compare the terms

$\frac{6}{3} = \frac{y}{33}$

$y = \frac{33\times6}{9}$

therefore

y = 22
