I wish to be the Prime Minister of India. I, in fact, rehearse the first speech in which I shall address the nation almost daily. Of course, it changes daily.
I shall try to redress the most prominent problems in India, and solutions that will have a long term benefit.
The current year’s budget was 21.47 trillion rupees. Of this amount, only 3.7 percent was allotted to the education sector[1] which is lower than the global average of 4.704% (2013 data).[2] I shall increase the budget expenditure on education to at least 7%, which is a just and much needed amount for this sector.
I shall create a centralized syllabus deciding committee whose job would be to review and update the syllabus as per the industry demand and trend and keep the history and the incidents neutral, and the same shall be implemented throughout the country. There will be no more state boards. All of them shall be affiliated to CBSE. There will be an exhaustive fee structure, so that no school can charge exorbitantly from the parents. The amount shall be used to ramp up the government schools to be at par with the private ones. Since the government schools shall be free for all and quality education will be provided to all (strict teacher recruitment norms and rigorous training), no poor shall be deprived of quality education and will have a fair chance of competing and securing a job. This will help in improving the educational status in India.
I shall create a department of innovation, to which a separate part of the budget will be allotted. It will be used to fund research projects so that in India, more and more fundamental research could be done and so we would excel in the research in any field, be it scientific or else.
Apart from that, I will increase the salary of all the MPs to 200,000 rupees a month. However, I shall take away all the government houses and vehicles, free electricity and water, free petrol and free calls and tickets from them and they will have to pay income tax on their income. Pension would be optional. If they want it, they would have to give a part of their earning towards it. Since most of our MPs are millionaires, I might as well decrease their payment or stop it altogether, as they can manage it on their own.
Next, most of the defense budget will be for constructing plants that will be able to make guns (assault, sniper, shot and sidearm), tanks, rocket launchers, helmets and armors. Since these are the most frequently needed assets and are used extensively by any army, it would be worthwhile if we could make all of them at home. This will not only end the scarcity of such basic weapons our army faces, but will also boost our economy by saving our foreign exchange and might even bring us some, is we produce enough units to be able to export. Rest of the weapons, I will try to make in India (we currently are able to make aircraft carriers[3] and are already masters in missile making[4] ) but if we are unable to make superior weapons at home, we had better import it. However, the situation will change once the benefits of research and innovation start to pour in. Then we will be able to independently make better fighter jets at home.
If I remain a PM for a longer term, then the benefits of all the decisions will start pouring in. Better infrastructure, learned people, self sustainable military industry and homegrown technology will enable me to take bolder political steps.
Next, I will introduce a strict income law. I will create a committee that will decide who can be called a poor person. Currently, there is no fixed criteria for this. The job of the committee will be to study international norms on the same and set a practical criteria for India.
Finally, I will revoke article 370 and Jammu and Kashmir will become a regular state with no autonomy. All will be like a regular Indian state. After that, people will be able to buy and sell lands there. More developers will invest in it and people from all parts of India will be able to live there. This intermixing of cultures will reduce the intolerance in the area and it will be much more difficult for Pakistan to incite riots there, meaning lesser riots and no more martyred soldiers.
I will establish a talent hunt committee comprised of retired sportsmen, whose job will be to search for sportsmen all over India, no matter what the age. For example, there are rural children who are very good swimmers and/or runners. Their job would be to bring those children to a national training academy, where they will be trained for years, to be made ready for Olympics (of course, I will make one such academy). Any player, who has ever won any certificate/medal in any or many sports championships, will be requested to scan and submit his/her certificate online on a central website created exclusively for sportsmen.
