Let the number be x.

According to question,

 \frac{1}{9} x =  \frac{1}{10} x + 4 \\ 4 = ( \frac{1}{9}  -  \frac{1}{10} )x \\ 4 =  \frac{1}{90} x \\ x = 360

So, the required number is 360
