1) Rules are required because without rules (i.e. Constitution, Laws etc..) it is like a jungle and only the one who had strength gains remaining people will suffer
2) why president? .. there are generally two types of democracies .. direct & Indirect
- direct -In this type each decision requires all the peoples willing or support.. it is difficult for every decision requires permission from everyone .. so .. here comes indirect democracies where people choose representatives (like president, prime minister etc .. ) who takes decisions on their behalf
