We compare the numbers in tens digit and ones digit, it's number is steadily decreasing. From 10 to 19 there is only one number (10) satisfyong such condition, from 20 to 29 there are two numbers (20 and 21), and so on. Lastly from 90 to 99 there are 9 numbers (90,91,92,93,94,95,96,97 and 99). 1+2+3+4+5+6+7+8+9=45.
