Height of pillar = 28 m
CSA of 1 pillar = 2 ×Pi r h
CSA of 24 pillar = 24× 2 × 22 × 4 × 28 / 7 m^2
= 48 × 22 × 4 × 4
= 48 × 352
= 16896 m^2
Cost of painting = Area × Rate of painting
= Rs 16896 × 8
= Rs 135168
Height of pillar = 28 m
