This means that the AC voltage oscillates at a rate of 50 or 60 complete cycles every second i.e. it completes the forward - backward movement, 50 to 60 times.

The unit of Hertz is named after the German physicist, Heinrich Hertz. He discovered and proved the existence and transmission of electric oscillations.
