Consider that a voter can only be male or female. Let m represent the number of male voters and f represent the number of female voters. Therefore, the number of total voters is m+f.

Here is pseudo-equation from the word problem: 5/10 of male voters + 8/10 of female voters = 7/10 total voters

Plugging in m and f we get: 5/10 * m + 8/10 * f = 7/10 * (m + f)

Rearranging this we get: 1/10 * f = 2/10 *m => f = 2*m

Therefore the ratio written as male to female is 1 to 2 (since there are twice as many female voters). Written in a different manner the ratio of male:female is 1:2.

Alternatively, we can say that 2/3 of the voters are female and 1/3 of the voters are male. This statement is not the conventional way to write a ratio but it is equivalent to the one above
